The Race to 25: A National Movement to Expand Outdoor Recreation

Outdoor recreation is a powerhouse in the U.S. economy, generating $1.2 trillion annually and supporting 5 million jobs. Recognizing its impact, 24 states have established dedicated offices of outdoor recreation since 2013. The Outdoor Recreation Roundtable (ORR), of which the American Bus Association is a member and supporter, is leading the charge to establish the 25th state office in 2025 through the 25 in 2025 campaign.
Why State Offices of Outdoor Recreation Matter
These offices serve as essential resources for states to:
- Strengthen local economies by supporting outdoor-related businesses and tourism.
- Enhance outdoor access and infrastructure for recreation.
- Boost public health by promoting active lifestyles.
- Champion conservation efforts that protect natural resources.
Since Utah pioneered the first office in 2013, nearly half of U.S. states have followed, using executive action or legislation to invest in their outdoor recreation economies.
A Bipartisan Vision for Economic Growth
Outdoor recreation is uniquely bipartisan. Governors from both sides recognize its benefits for job creation, business growth, and quality of life. The Confluence of States, a coalition of outdoor recreation offices, fosters collaboration by sharing best practices and funding opportunities. This collective effort strengthens state competitiveness and community development.
25 in 2025: A Call to Action
The 25 in 2025 campaign isn’t just about reaching a milestone—it’s about empowering states to unlock the full potential of their outdoor assets. To support this movement, ORR has launched “How to Create a State Office of Outdoor Recreation,” a guide with strategies from states that have successfully implemented these offices.
The campaign will highlight the accomplishments of existing offices, release new research, and culminate in a national convening later in 2025 to celebrate the 25th state.
