Congress Must Preserve Bus Security Grant Funding
Critical program for industry security in danger of elimination

The motorcoach industry is a cornerstone of America’s transportation network, carrying more than 400 million passengers annually and generating $90 billion in economic impact. From daily commutes and school trips to evacuations during natural disasters, motorcoaches are both an economic driver and a lifeline for communities. Yet a critical program that ensures the security of this essential industry—the Intercity Over-the-Road Bus Security Grant Program—is now at risk.
Established as part of the 9/11 Commission’s recommendations, the Bus Security Grant Program provides targeted funding to address the unique risks faced by over-the-road buses. Unlike fixed transit systems, motorcoaches travel everywhere—urban centers, rural highways, and major event sites—making them a potential target for security threats. The program has enabled companies to invest in tools like onboard video surveillance, GPS tracking, driver security training, and improved yard security measures such as fencing and lighting. These investments not only protect passengers and employees but also strengthen coordination with law enforcement and emergency response teams.
Unfortunately, funding for this program has been steadily declining, and unless Congress acts, it may be eliminated in FY 2026. The American Bus Association and private operators across the country are urging lawmakers to restore funding to $2 million—a modest investment compared to the stakes. Without it, operators could lose critical resources to prevent, prepare for, and respond to security incidents.
The need could not be more pressing. Beyond their role in tourism and group travel, motorcoaches serve as a strategic national transportation reserve. They move military personnel, deliver supplies during disasters, and evacuate communities in times of crisis. As the nation prepares for a decade of major sporting events, conventions, and international gatherings, motorcoaches will once again be called on to transport millions safely and efficiently. Security must keep pace with this demand.
Congress has an opportunity—and a responsibility—to safeguard a vital sector of our transportation infrastructure. Preserving the Intercity Over-the-Road Bus Security Grant Program at $2 million is not just about supporting an industry; it is about protecting communities, ensuring national resilience, and keeping travelers safe.
Industry leaders, operators, and stakeholders are urging Congress to take action now. The safety of passengers, drivers, and the public depends on it.
